Job Description

Position Summary:

Reporting directly to the Executive Director of Community and Business Connections, the Manager of Marketing and Communication will create and execute strategic and innovative marketing and communications strategies to help Rocky View County reach and connect with audiences within and beyond the County.
The Manger helps the County grow its connection to audiences by supporting the high-functioning marketing and communications team to meet and exceed their strategic priorities in a work culture that is inclusive, creative, responsive and resilient.
With expertise in strategy and leadership, the Manager is a trusted advisor to the Chief Administrative Officer, Council and Executive Leadership Team.  Passionate about the Rocky View County community and belief that bringing people together creates a shared understanding and a deeper sense of belonging. A collaborator with a natural ability to build and cultivate relationships with colleagues and partners.

Core Accountabilities:

 
  • Plan, develop, and implement internal and external communications strategies; including public information plans, to effectively promote the goals, objectives, and accomplishments of key initiatives undertaken throughout the County; to mitigate the impacts of potentially controversial issues; and to keep employees apprised of events happening within the County and promote opportunities for them to participate and/or submit feedback accordingly.
  • Excellent interpersonal skills to work with high level public and private sector officials and maintain effective working relationships.
  • Oversee development, design and management of content for website(s), graphic design, print and electronic messaging, and publications.
  • Facilitate continuous quality improvement, changes and responsiveness to service increases, changes or decreases.
  • Develop and monitor the departmental budget that provides for flexible, effective, efficient, and cost effective services. Make recommendations regarding operating budget, workload, employee resources, minor and capital purchases and space allocation.
  • Attend and participate in inter-jurisdictional meetings and activities on an ad hoc basis.

Support to the CAO, Executive Leadership Team, Reeve and Council

  • Prepare for and attend regularly scheduled meetings of Council and committees as required.
  • Draft speeches for Councillors and/or employees attending special events, and organize town hall meetings.
  • Assist with the preparation and dissemination of external communications as directed by the Chief Administrative Officer.
  • Liaise with members of intradepartmental committees involved in joint projects and initiatives.
  • Ensure Council and Executive Leadership have media training.
  • Maintain the Strategic Corporate Communications Plan and ensure it enhances the quality, coordination, and consistency of communications, and provide residents with improved avenues to access information and provide feedback.

Leadership

  • Act in a professional and responsible manner to protect the integrity of employees and the business of Rocky View County.
  • Display a professional and ethical responsibility to protect privacy, use information appropriately, and maintain the confidentiality and security of all information related to employees, business and residents of Rocky View County.
  • Deliver strategic and comprehensive communications support in all priority areas, including key corporate business plan goals and cross-departmental priorities.
  • Proactively identify issues through the department's media monitoring function and subsequent development of strategies to mitigate potentially controversial issues.

Branding

  • Determine key messaging and branding standards.
  • Facilitate in-house document review, preparation, editing, and re-writing, as required, to ensure consistent messaging/branding of promotional and other materials.

Media

  • Function as Rocky View's primary media liaison. Coordinate media events and interviews.
  • Define editorial approaches and conducing outreach to key print and broadcast media.
  • Prepare rebuttals (e.g. Letters to the Editor, media releases, statements of clarification, etc.) to correct misinformation published in the media.
  • Supervise the drafting and dissemination of pre- and post-event media releases.
  • Liaise with colleagues from neighbouring municipalities to draft and disseminate joint media releases, as required.

Human Resources and Employee Relations

  • Promote, build and support employees' professional development, expertise, performance, on-boarding, and succession planning.
  • Conduct probationary and annual performance reviews and on-going feedback and coaching.
  • Participate in the management of employee relations in conjunction with Human Resources.
  • Participate in the updating and/or implementation of policies, procedures, guidelines or protocols.
  • Provide employees with adequate resources and work procedure training.
  • Work in accordance with the requirements established by the RVC Health and Safety Program and the Alberta OHS Act, Regulation and Code.
  • Take reasonable care to protect their health and safety and other persons at or in the vicinity of the worksite while they are working.

Qualifications

Completion of Bachelor's degree in Journalism, Public Relations, Marketing, Communications, Business or a related field along with a minimum ten years of progressively responsible and diversified experience.
  • Excellent interpersonal and communication skills, with the ability to build and maintain effective internal and external working relationships.
  • Ability to handle multiple, concurrent, and high priority projects;
  • Requires demonstrated leadership skills, team building, conflict resolution, business/technical writing skills, coaching and mentoring abilities in addition to time management, organizational, problem solving and decision making ability.
  • Well-developed communication and interpretation skills, with the ability to work independently and collaboratively in a multi-disciplinary team.
  • Class 5 Driver’s License. 

General

  • Excellent written and oral communication skills;
  • The ability to maintain confidentiality and discretion in all matters.
  • Excellent leadership skills, and experience in strategic planning, organizational development, and policy development.
  • The ability to prioritize and effectively manage time in an atmosphere of tight timelines, frequent interruptions, and changing priorities.
  • Extensive experience and knowledge in business and municipal management.
