The Pan American (Pan Am) Games is a multi-sport competition, held every four years, with athletes from the Caribbean, Central America, South America and North America. On November 6, 2009, Toronto and the Golden Horseshoe region was chosen to host the 2015 Pan American and Parapan American Games. Devon Group was retained by the 2015 Pan Am Games Secretariat early in the bid process to provide strategic communications counsel and media relations support, but also to win support from the Federal, Provincial and Municipal governments.
The audience included all levels of government (municipal, provincial, federal), the general public, Pan American Sports Organization (PASO) and International Olympic Committee (IOC) members, key international sports federations and international, national and local media.
Devon Group identified three primary objectives to accomplish during its 18-month mandate as communications managers of Toronto’s Bid for the 2015 Pan/Parapan American Games:
- Win support for the $1.4 billion bid from all three levels of government
- Secure strong public opinion and support for the Toronto Bid
- Demonstrate to the decision-makers (PASO) that Toronto would be the best host city for the 2015 Games

Bio: Michelle DiRocco, Account Director, Devon Group
Michelle Di Rocco is a seasoned public relations practitioner with both agency and client-side experience.
With extensive knowledge of external and internal communications strategy development, Michelle has provided counsel for some of the world’s most recognized brands including: L’Oréal Canada, Yoplait, Moosehead Breweries, Grand & Toy, John Frieda, Kellogg’s, BMO Bank of Montreal, UPS and RSA to name only a few. Michelle’s professional experience also includes over three years in marketing research with the Ontario Tourism Marketing Partnership Corporation.
She speaks French and Italian, and has an MBA from McGill University and a BA from the University of Toronto. Michelle is a member of the Canadian Public Relations Society and mentors graduates and young professionals new to the public relations field. She also has numerous work, travel and study abroad experiences to her credit.

As a member of the Public Relations practice at Devon, Michael works on a broad range of client mandates including the Toronto 2015 Pan/Parapan American Games Bid, Independent Pharmacists of Ontario and Procurity Inc. amongst others.
Michael’s expertise includes writing media materials, conducting media research, media relations, social/digital media, event management, key influencer outreach and strategic client planning.
Previously Michael worked for PricewaterhouseCoopers, the University of Western Ontario and University of Toronto and at IKEA Canada.
Michael’s personal interests include: elevating program/cause awareness in today’s competitive media landscape as well as educating the public on meaningful and life-enriching cultural/educational experiences.
Michael brings with him an Honours Business Administration degree from The Richard Ivey School of Business at the University of Western Ontario and a Postgraduate Public Relations Certificate from Humber College.
