Communications Officer

Job Description
Reporting to the Director, Corporate Affairs and Privacy, this is a bilingual position whereby candidates must be able to communicate in both official languages (English and French). The Communications Officer is responsible for supporting the Communications and Public Affairs division in the area of external communications and issues management. The incumbent is responsible for a broad range of communication functions including, developing and implementing communications plans and media relations programs which include, strategy development, writing and producing a variety of communication materials and/or documents for Manitoba Lotteries and various government officials. The incumbent also assumes responsibilities in project and event management. The Communication Officer is one of Manitoba Lotteries’ official spokespersons.

Duties:

·          Liaise with project team leaders to develop communications and media strategies and plans to communicate targeted messages to key internal and external stakeholders as they relate to programs and business initiatives.

·          Lead in the execution of communication plans and develop necessary collateral or support materials or multi media awareness campaigns.

·          Conduct post-activity measurement and assessment to gauge stakeholder and audience understanding.

·          Identify possible communication issues for the Corporation and develop proactive communication plans to deal with these issues.

·          Research, write and edit documents such as issue and briefing notes for the Legislative House Book, speeches, letters, brochures, and various other documents on behalf of the Corporation, the CEO and the Minister.

·          Conduct radio, television, and print media interviews in French and English.

·          Review Manitoba Lotteries publications prior to public release, such as Manitoba’s Luck, brochures, ads and other materials with regard to editorial changes or monitoring of issues. 

·          Respond to public inquiries and customer complaints, and seeks appropriate resolution of complaints which are escalated to the Corporate level. Work with contacts within and outside the Corporation to investigate complaints and determine possible resolution.

·          Serve as corporate front-line customer contact.

·          Provide ideas, guidance and advice on internal and eternal communication initiatives.

·          Manage, develop and supervise the production of complex reports such as Manitoba Lotteries’ Annual Report and Corporate Social Responsibility Report. The Annual Report must be completed within specific timelines as written in the Manitoba Lotteries Act.

·          Lead the development of corporate videos from a creative, thematic and messaging perspective. Coordinate meetings, write scripts and engage stakeholders. Manage and direct: talent, shoots and edit sessions.

·          Represent Manitoba Lotteries at corporate functions: e.g. sponsorships, media events.

·          Encourage a climate that supports diversity.

·          Other duties as assigned.

Qualifications

Primary Qualifications:

·          Post secondary degree/diploma from a recognized Communications, Public Relations, Journalism or Media program or equivalent combination of education and experience.

·          Minimum of five (5) years experience in the Public Relations or Corporate Communications field, focusing on developing and implementing communications plans. 

·          Demonstrated formal and informal writing (English and French), editing, proofreading and interviewing.

·          Experience in media relations, project management, event planning and communicating sensitive messages.

·          Demonstrated expertise in oral and written communication, in both English and French.

·          Specific training in graphic and web design, desktop publishing and pre-press procedures.

·          The core competencies for this position include customer service, teamwork and cooperation, communication, self-development, and initiative, valuing diversity, integrity and building trust, achieving quality results, technical/professional knowledge. These competencies are deemed important for the success of the position and organization.

Secondary Qualifications:

·          Advanced skills in InDesign, Photoshop, Acrobat Pro, Word, Excel, Outlook and PowerPoint software programs.

·          Additional courses in communications planning/strategy development, organizational dynamics and leadership training.
